Deep dive
What each programme actually gives you
Malaysia MM2H — the refundable Asia base
MM2H’s defining advantage is that your capital stays yours. The fixed deposit sits in a Malaysian bank earning ~3% interest and is returned in full if you leave. No other programme on this list does that. The trade-off: no work rights, no path to citizenship, and you need a MOTAC-licensed agent to apply. Malaysia’s cost of living is the lowest of the four, and the SEZ tier (Johor) drops the entry bar to USD 32K for applicants over 50.
Portugal Golden Visa — the EU passport play
Portugal is the only programme here that leads to citizenship and an EU passport. Since Spain closed its golden visa in April 2025, Portugal has become the primary EU residency-by-investment route. The minimum is a €500,000 fund investment (direct property purchase in Lisbon/Porto is no longer eligible). You only need 7 days per year in Portugal, making it compatible with living elsewhere. The downside: the NHR tax regime ended, processing takes 12-18 months, and your capital is locked in.
Thailand Elite — the simplest visa in Asia
Thailand Elite is a membership programme, not an investment visa. You pay a fee (THB 650,000 for 5 years, up to THB 5M for 20 years) and get a long-stay visa with airport VIP service. No financial requirements beyond the fee, no property purchase, no minimum stay. The catch: no work rights (you need a separate work permit or use the LTR visa instead), no family bundling (each person pays separately), and the fee is non-refundable. Best for people who just want hassle-free access to Thailand.
Dubai Golden Visa — tax-free with work rights
Dubai’s 10-year Golden Visa is the only programme here that combines zero income tax with full work rights. The entry bar is AED 2M (≈USD 545K) in property, or qualifying via business/employment/talent routes. Processing is fast (2-4 weeks) and there’s no minimum stay. The trade-off: Dubai’s cost of living is significantly higher than Malaysia or Thailand, there’s no path to citizenship, and the heat is not for everyone.

Match the programme to your goal
“I want an EU passport”
Portugal Golden Visa is your only option on this list. Budget €500K+ and 5 years of minimal presence (7 days/year).
“I want to keep my capital and live cheaply”
Malaysia MM2H. Refundable deposit, lowest cost of living, excellent healthcare and schools. The SEZ tier starts at USD 32K.
“I need to work and pay zero tax”
Dubai Golden Visa. Full work rights, 0% income tax, fast processing. Higher cost of living is the trade-off.
“I just want easy access to Thailand”
Thailand Elite. Pay the fee, get the visa. No paperwork, no deposit, no property. But no work rights either.
“I want a family-friendly base with great schools”
Malaysia MM2H or Dubai. Both include family in the visa. Malaysia is dramatically cheaper; Dubai has tax-free income. See Malaysia’s school options.

FAQ
Common questions
Which residency programme is cheapest?
Malaysia's MM2H SEZ tier (Johor) is the cheapest at USD 32,000–65,000 as a refundable deposit. The national MM2H Silver tier costs USD 150,000 (also refundable). Thailand Elite starts at THB 600,000 (≈USD 17,000) but is a membership fee, not refundable. Portugal and Dubai require significantly more capital.
Which programme gives a path to citizenship or a passport?
Only Portugal's Golden Visa offers a clear path to EU citizenship (after 5 years of residency). Dubai offers a 10-year visa but no citizenship path. Thailand Elite and Malaysia MM2H are residency-only with no citizenship pathway.
Can I work on these residency visas?
Dubai Golden Visa holders can work and set up businesses freely. Portugal Golden Visa allows work in Portugal and the EU. Thailand Elite does not include work rights — you need a separate work permit. Malaysia MM2H does not grant work rights.
Which programme has the lowest minimum stay requirement?
Portugal Golden Visa requires only 7 days per year. Thailand Elite and Dubai have no minimum stay. Malaysia MM2H has modest minimum-stay requirements that vary by tier. All four are designed for people who travel frequently.
Is the MM2H fixed deposit refundable?
Yes. The MM2H fixed deposit sits in a Malaysian bank in your name, earns interest, and is fully refundable if you cancel or do not renew. This is a key differentiator — Portugal requires property investment or fund investment, Thailand charges a non-refundable membership fee, and Dubai requires property or business investment.
