Foreign buyer minimums by state
Every state sets its own floor price for foreign buyers. MM2H holders sometimes get lower thresholds. The table below shows current minimums — always confirm with your agent before committing.
| State / Zone | Foreign minimum | MM2H minimum | Notes |
|---|---|---|---|
| Kuala Lumpur | RM 1,000,000 | RM 600K+ (by tier) | Foreigners and MM2H same floor |
| Selangor | RM 2M landed / RM 1M strata | RM 600K+ (by tier) | Landed very restricted for foreigners |
| Penang Island | RM 1M strata / RM 3M landed | From RM 500K (MM2H holders) | MM2H holders get lower strata threshold |
| Penang Mainland | RM 500K strata / RM 1M landed | From RM 500K (MM2H holders) | Better value than island |
| Johor | RM 1,000,000 | RM 500K (SEZ tier) | SEZ zones offer lowest entry point |
| Sabah & Sarawak | RM 500K – RM 1M (varies) | RM 600K+ (by tier) | State-specific rules apply |

At RM 600K you're in emerging or outer neighbourhoods. Expect a 2-bed condo of 600–900 sq ft in areas like Cheras, Kepong, or Old Klang Road. These are liveable, well-connected areas — just not the expat enclaves.

- Luxury condo penthouse: 2,500–4,000 sq ft
- In Langkawi, Kota Kinabalu or Ipoh: landed with land, resort-adjacent
Typical PSF: RM 350–600 (condo) / varies for landed
Price per square foot
PSF ranges by area (2026)
PSF is the quickest way to compare value across areas. Lower PSF means more space per ringgit — but also signals different neighbourhood maturity and resale depth.
| Area | PSF range (RM) | What it means |
|---|---|---|
| KLCC | 1,200–2,500 | Premium branded towers, strong rental demand |
| Bangsar / Damansara Heights | 900–1,400 | Established prime, mature resale market |
| Mont Kiara | 800–1,200 | Expat hub, good facilities, family-friendly |
| Bangsar South / Bukit Jalil | 700–1,000 | Newer developments, improving connectivity |
| Cheras / Kepong | 450–700 | Affordable, local-oriented, good MRT access |
| Penang (Georgetown/Gurney) | 700–1,100 | Island premium, UNESCO heritage proximity |
| Penang (Mainland) | 400–600 | Growing rapidly, best island-adjacent value |
| Johor Bahru | 350–550 | Lowest PSF on peninsula, RTS Link catalyst |
Practical guidance
Before you buy
Rent first — always
Even if you’re required to purchase property under MM2H, rent for 6–12 months before buying. Neighbourhoods that look great on a recce trip may not match your daily reality.
Foreign buyer approval takes time
After signing the SPA (Sale & Purchase Agreement), you need state authority consent for foreign purchases. This typically takes 2–6 months. Factor this into your timeline.
Think about exit liquidity
KL prime (Bangsar, Mont Kiara, KLCC) has the deepest buyer pool and fastest resale times. Regional markets are cheaper but thinner — selling can take 12–24 months.
The property overhang is real
Malaysia has a well-documented overhang of unsold high-rise units in some areas. Avoid developments with high vacancy rates — check the occupancy before buying, especially in Johor and Selangor.
FAQ
Property & MM2H questions
What is the minimum property purchase for MM2H?
It depends on your tier. Silver requires RM 600,000, Gold requires RM 1,000,000, and Platinum requires RM 2,000,000. The SEZ/Johor tier requires RM 500,000 in approved zone developments. These are MM2H programme minimums — some states set higher foreign-buyer floors.
Can MM2H holders buy below the normal foreign minimum?
In some states, yes. For example, MM2H participants in Penang can purchase from RM 500,000, below the standard RM 1,000,000 foreign-buyer floor for strata properties on the island. This varies by state — always confirm the current rule with your agent.
Is freehold or leasehold better for foreigners in Malaysia?
Both are available. Freehold gives permanent ownership and is easier to resell. Leasehold (typically 99 years) is often cheaper per square foot but can be harder to exit late in the lease term. Most premium expat stock in Mont Kiara, Bangsar, and KLCC is freehold.
What are the additional costs when buying property in Malaysia?
Budget 4–6% on top of the purchase price: stamp duty (1–4% on a sliding scale), legal fees (0.5–1%), valuation fee, and real estate agent commission (typically paid by the seller). Foreign buyers do not pay an additional surcharge.
Which city offers the best value for MM2H property buyers?
Johor Bahru offers the most space and lowest PSF, especially for Silver-tier buyers. Penang mainland is also strong value. KL commands a premium but offers the deepest resale market and widest tenant pool. The right choice depends on your lifestyle priorities and exit strategy.
