MM2H by nationality: what’s different for you

The MM2H requirements are the same for everyone. But the timeline, paperwork, and money-movement logistics vary significantly by nationality. Here’s what you actually need to plan for.

The biggest variable

Police clearance timelines by country

Every MM2H applicant needs a Police Clearance Certificate (PCC) from their country of citizenship — and from any country they have lived in for 12+ months in the past 5 years. Processing times range from 2 days to 6 months.

Mid-2026 typical processing times. Actual times vary with application volume and individual circumstances.

Money movement

Forex restrictions that affect MM2H

The MM2H fixed deposit must be placed in a Malaysian bank. Most nationalities can wire funds freely, but several countries have capital controls that require advance planning.

2026 limits. Regulations change — verify with your bank or forex adviser before remitting.

Country spotlights

Key differences by nationality

🇬🇧United Kingdom

Full guide →

PCC: 2–4 weeks via ACRO (online). Start early if you also need clearance from countries you’ve lived in.

Forex: No restrictions. GBP to MYR via Wise gives the best rate.

Watch out: Your UK State Pension is frozen at the rate when you leave — no annual increases while in Malaysia. Factor this into your retirement maths.

🇺🇸United States

Full guide →

PCC: 3–5 days electronic via FBI eDO system (using an approved channeler), or 4–8 weeks by mail.

Forex: No restrictions. Wire directly from US bank.

Watch out: The US taxes citizens on worldwide income regardless of where you live. FATCA reporting applies. You’ll need to file annually even from Malaysia.

🇦🇺Australia

Full guide →

PCC: 2–3 business days via AFP online — the fastest of any major applicant country.

Forex: No restrictions. AUD to MYR is a well-served corridor.

Watch out: The Australian Age Pension is payable overseas but may be reduced. Check your specific entitlement with Centrelink before committing.

🇨🇳China

Full guide →

PCC: 1–2 weeks via local Public Security Bureau, plus notarisation time.

Forex: Individual quota of USD 50,000/year. This is the single biggest planning item for Chinese MM2H applicants. Gold tier (USD 500K) requires multi-year planning or use of family quotas.

Watch out: Work with an agent experienced in Chinese applicant forex structuring. Non-compliant workarounds carry real risk.

🇮🇳India

PCC: 2–3 weeks via Passport Seva Kendra. Police verification adds time in some states.

Forex: LRS limit of USD 250,000/person/year. Silver tier fits within one year’s limit. Gold requires planning.

Watch out: India does not tax residents on foreign income if you qualify as a Non-Resident Indian (NRI) — but the NRI test has specific day-count rules. Get clarity before you move.

🇿🇦South Africa

PCC: 6–8 weeks officially, but backlogs have pushed this to 3–6 months. The single biggest bottleneck for SA applicants.

Forex: Foreign Investment Allowance (ZAR 10M) + Single Discretionary Allowance (ZAR 1M) combined ≈ USD 600K — enough for all tiers, but requires SARS tax clearance.

Watch out: Start the PCC and SARS tax clearance simultaneously. Both have multi-week lead times and your MM2H application cannot proceed without them.

🇸🇬Singapore

Full guide →

PCC: 1–2 weeks via SPF online portal. Quick and straightforward.

Forex: No restrictions. SGD to MYR is seamless — many SG banks offer direct MYR accounts.

Watch out: Consider the SEZ/Johor tier — USD 65K (under 50) or USD 32K (50+) deposit, with RM 500K property minimum. Designed for the SG cross-border lifestyle, especially with the RTS Link.

🇨🇦Canada

PCC: 2–4 weeks electronic via accredited digital fingerprinting company, or 4–8 weeks by mail to RCMP.

Forex: No restrictions. CAD to MYR via Wise or direct bank wire.

Watch out: Canada has a departure tax on deemed disposition of assets when you emigrate. Get tax advice before establishing non-residency. OAS (Old Age Security) continues to be paid abroad.

If you've lived in multiple countries

The multi-country PCC requirement

If you’ve lived in more than one country in the past 5 years, you need a PCC from each country where you resided for 12 months or more. This is one of the most overlooked requirements and can add months to your timeline.

Example: UK citizen who lived in Dubai for 3 years

Needs PCC from UK (ACRO, 2–4 weeks) + PCC from UAE (Dubai Police, 1–2 weeks). Total: plan for 4–6 weeks.

Example: Indian national who lived in Singapore for 2 years

Needs PCC from India (PSK, 2–3 weeks) + PCC from Singapore (SPF, 1–2 weeks). Total: plan for 3–5 weeks.

Example: South African who lived in the UK for 4 years

Needs PCC from South Africa (SAPS, 6–8 weeks+) + PCC from UK (ACRO, 2–4 weeks). Total: plan for 8–12 weeks minimum.

FAQ

Nationality & processing questions

Does my nationality affect MM2H approval chances?

MM2H is open to citizens of any country with diplomatic relations with Malaysia (191 countries — the main exclusions are Israel and North Korea). Approval is based on financial qualification, not nationality. However, processing times vary because of nationality-specific document requirements like police clearance.

Do I need police clearance from every country I've lived in?

You need a Police Clearance Certificate (PCC) from your country of citizenship AND from any country you have lived in for 12 months or more in the past 5 years. This can significantly extend your timeline if you've lived in multiple countries.

How do Chinese nationals move the MM2H deposit with forex restrictions?

China's individual forex quota is USD 50,000 per person per year. Compliant strategies include using multiple years of quota, family member quotas, or legitimate offshore income. This requires careful advance planning — typically 12–18 months for Gold/Platinum tiers. Your MM2H agent should coordinate with a forex specialist.

Can I apply from outside my home country?

Yes. You apply through a MOTAC-licensed MM2H agent in Malaysia. However, you'll still need to obtain your police clearance from your home country (and any other country you've lived in), which may require in-person visits or mailed fingerprints to that country's issuing authority.

Which nationalities make up the largest MM2H applicant pools?

Historically, Chinese, Japanese, and British nationals have been among the largest MM2H applicant groups. Since the 2024 restructuring, Chinese nationals represent a significant and growing share, followed by applicants from other East Asian countries, the UK, and Australia.

Not sure what applies to your nationality?

Tell us your nationality, where you’ve lived in the past 5 years, and which MM2H tier you’re targeting. We’ll map out your timeline and flag any complications.
